The Canon EF-S 18-135mm lens is the one that is often paired with the Canon 60D at purchase. It is an inexpensive lens designed to work with Canon’s EF-S compatible DLSR’s like the 70D, 77D, and the 80D (all of which are both EF and EF-S compatible). It is a general purpose lens for beginners and those wishing to save a little money.
As a reminder, the EF-S compatible cameras are those that have a “cropped” sensor rather than a full-frame sensor. A cropped sensor is smaller than the full-frame sensors found on higher-end cameras. The EF-S lenses are built in such a way as to accommodate the smaller sensor by projecting a smaller image onto the sensor. They are NOT compatible with the higher end EF mount DSLR’s like the 5D.

In general, I would not recommend purchasing EF-S lenses if you think you might upgrade to a full-frame sensor camera in the near future. However, EF-S lenses are generally cheaper, so if cost is your number one issue, they are a good option as you can still get good quality results.
